In case you need a format to get your project proposal to the president, yes the President of the Philippines, below is the format recommended by the Presidential Management Staff. Other than making a barangay resolution to get your project funded or recognized, try to course your letter to the Chief Executive Officer of the Presidential Management Staff (PMS). The PMS is a recognized institution by the Philippine constitution which handles the assistance extended by the president.
PMS is located within the vicinity of the Malacanang Palace. I suggest you give your proposals personally to the said office and don't forget the receiving copy which is your only proof of the transaction.
